Adiv Baruch has been involved in the High-tech industry for the last 32 years. Currently, Mr. Baruch also serves as Chairman of Jerusalem Technology Investments Ltd and Maayan Ventures, a platform for investments in innovative Israeli technology companies. Additionally, Mr. Baruch serves as the Chairman of Covertix, whose patented technology delivers real-time, non invasive control, protection, and tracking of confidential files. Mr. Baruch is the Chairman of Institute of Technology and Innovation, which is a leader in educating technology professionals and innovative entrepreneurs.
Mr. Baruch served as Chairman of the public committee of the Hi-Tech and Telecom Division at the Israel Export and International Cooperation Institute (IEICI), and he was a member of the audit committee of the board of IEICI. Previously, Mr. Baruch was one of the founders of Ness Technologies, grown the company to become the first Israeli IT service company into a Global IT services company. Mr. Baruch has global experience and is involved with variety of companies on the US, Tel Aviv and Hong Kong exchanges. Mr. Baruch served in the Israeli Navy and holds an Engineering degree from The Technion, the leading engineering institute in Israel.
Minister Amir Peretz
Amir Peretz is the Minister of Economy and Industry of the State of Israel as of May 2020, and a member of the twenty-first Knesset (Israeli Parliament) leading the Labor party. Mr. Amir Peretz is an experienced politician elected to the Knesset for the first time in 1988. Peretz was the Leader of the Opposition (2005-2006), and led the Labor party twice (2005-2006 and since 2019). Throughout the years, he served as Deputy Prime Minister and Defense Minister (2006-2007), and as the Minister of Environmental Protection (2013-2014).
Peretz is widely regarded as a Knesset Member who has placed social issues at the top of the public agenda, ensuring that they are a priority for all political parties. As early as 1984, during his tenure as the mayor of Sderot, contrary to the prevailing spirit at the time in Israel, especially in his city and similarly in other developing small towns, he supported the establishment of a Palestinian State. As the Minister of Environmental Protection, Peretz promoted, among other things, the "Plastic Bag Law", which reduced plastic pollution in Israel by 80%.
As the Minister of Defense, Peretz prioritized the protection of the Home Front of the State of Israel by supporting the development of the long-range "Arrow" missile defense system and the mid-range "David's Sling" system. He also was the one to advance the famed "Iron Dome" missile defense system, designed to intercept and destroy short-range rockets, which eventually became the Home Front's most important defense asset of Israel, also receiving financial support from the US Administration for it.
From 1995 to 2005 Peretz served as the Chairman of the Histadrut, the General Workers' Union. In this role, he preserved many jobs through social struggles and protected the workers' provident funds, pension and other savings plans. In addition, he harnessed the Histadrut's power to protect underprivileged populations and unprotected workers, including the disabled and the deaf.
Amir Peretz was the mayor of Sderot, a city in the south of Israel, where he grew up. He was born in Morocco in the city of Boujad in 1952, and immigrated to Israel when he was only 4- years-old. He served in the Israel Defense Forces as an officer in the Paratroopers Brigade. During his service he was injured in both his legs in a Sinai Peninsula military operation.
At the Ministry of Economy and Industry, Minister Peretz put forth the ‘human economy’ policy – according to which every person deserves to make a decent living, to live and to grow old with dignity. The 'human economy' policy stands on a three-legged stool program: encouraging the consumption of Israeli made products, providing unemployment benefits for the self-employed who were severely affected by the Corona virus crisis, and the implementation of the so called "the German Model" – a flexible unpaid vacation model.
Amir earned his Bachelor's degree with honors in social sciences and humanities from the Open University of Israel. He and his wife Achlama have four children, five grandchildren, five dogs, five cats, and one joint vision.
Mr. Yigal Unna is the Director General of the Israel National Cyber Directorate (INCD). Mr. Unna previously served as Chief Executive Director of the Directorate's Cyber Technologies Unit in the INCD.
Mr. Unna has three decades of experience in the Israeli security apparatus, in Sigint-Cyber positions combining intelligence, R&D and operations together with policy and capacity building. Among others roles, he served as Head of the Sigint-Cyber Division in the Israeli Security Agency ("Shin-Bet") directly under the Director General. Mr. Unna holds an MBA (Tel Aviv University) and a BA in History and Management (Tel Aviv University).
Mrs. Camila Edry
Mrs. Edry is the director of national & Aviation cyber programs in the cyber Division at Elta, IAI. The directorate is responsible on cyber awareness centers (CERTS) and on the infrastructure of the cyber centers of the directorate.
Mrs. Edry holds a B.sc. in Mathematics and computer science from Bar-Ilan University and MBA from Bar-Ilan University, with more than 20 years of experience in systems development and management in various fields (SIGINT, COMINT etc.). Mrs. Camila Edry is a certified CISO and CISM.
Mark K. Dowd
Mark K. Dowd joined the MTA in November 2019 as its first Chief Innovation Officer. Mark is leading several technology initiatives including the application of ultra-wideband to subways and the development of a New York regional transportation as a service model, and is deeply involved in spearheading innovative approaches to the COVID crisis in New York, including the application of ultraviolet light to kill the virus that cause COVID, developing technology tools to help with social distancing, running the COVID Challenge, and standing up a for-hire-vehicle program in five days to provide essential workers with transportation during the shutdown of subway service from 1:00am to 5:00am.
Prior to joining the MTA, Mark was the founder and Executive Director of Smart Cities Lab, a city-facing nonprofit providing policy support and a venue for cities to share what works, and what does not work, in a challenging funding environment. He also partnered with the innovation community to forge new solutions to the cities’ stubborn challenges. Mark is also a Visiting Scholar at University of California Berkeley where he was working with cities to find innovative ways to accelerate the adoption of new mobility technologies.
Prior to founding Smart Cities Lab, Mark served several different roles in the Obama Administration. He was a Senior Advisor in the White House Office of Management and Budget and a Senior Advisor in the White House Council of Environmental Quality. Mark also was a member of President Obama’s Hurricane Sandy Task Force and served for three years as a senior member of the President’s Auto Task Force, where he worked on the historic restructuring of General Motors and Chrysler.
Mark also served as a Senior Advisor to U.S. Department of Transportation’s Secretary Foxx and a Deputy Assistant Secretary for Research and Technology where he worked on issues related to technology and innovation. Mark is the architect of the Smart City Challenge that fundamentally changed the way American cities approach mobility.
He received the U.S. Environmental Protection Agency’s Gold Medal as well as awards from the Department of Justice’s Environment and Natural Resources Division, the U.S. Attorney’s Office (Southern District) for his work on the GM and Chrysler bankruptcies, and the U.S. Department of Transportation for creating and executing the Smart City Challenge.
Mark’s nongovernmental service includes the Director and Assistant General Counsel at the Association of Global Automakers where he worked on policy development for advanced vehicle technologies. Mark practiced law for thirteen years in New York City at the law firm of Schulte Roth & Zabel, specializing in transactions, restructuring, litigation, and regulatory matters as they relate to environmental and energy issues. Mark attended Rutgers College and Seton Hall University School of Law.
Heather is the Senior Director of Digital Intelligence at Cellebrite. She advises on strategic digital intelligence operations and educates both the public and industry professionals on the latest challenges in the space and how Cellebrite helps address them. For more than 18 years, Heather has worked on high-stress and high-profile cases, investigating everything from child exploitation to Osama Bin Laden's digital media. She has helped law enforcement, eDiscovery firms, and the federal government extract and manually decode artifacts used in solving investigations around the world.
Heather is the co-author of Practical Mobile Forensics, currently a best seller from Pack't Publishing and serves as a senior instructor, author and the course lead for FOR585: Smartphone Forensic Analysis In-Depth at the SANS Institute.
Dr. Philipp Amann is the Head of Strategy at the European Cybercrime Centre (EC3). EC3 Strategy is responsible for assessing and acting on relevant trends and threats related to cybercrime and cyber-security. Other key areas of responsibility include driving innovation, managing EC3’s industry advisory groups, prevention & awareness and internet governance.
He has worked in various fields, including the financial sector, global disarmament, international investigations and on issues related to safety and security in cyberspace, topics he deeply cares about. Dr Amann is also a member of ENISA’s Permanent Stakeholder Group.
He held positions with the Organisation for the Prohibition of Chemical Weapons, the International Criminal Court, OSCE and the Comprehensive Nuclear-Test-Ban Treaty Organization.
His professional experience is complemented by a PhD degree and a Master’s degree in business informatics from the University of Vienna. He also holds an MSc in Forensic Computing and Cybercrime Investigation from UCD.
Mr Rajan Luthra heads Special Projects in the Chairman’s Office at Reliance Industries Ltd. (RIL), a Fortune 100 company, and India’s largest private sector corporation. Being engaged in the start-up and growth phases of Reliance’s multiple hydrocarbon and consumer businesses for over two decades, he has unique experience in envisioning, planning, and executing large-scale technology, innovation, and digital transformation initiatives.
As part of the founding team at Reliance Retail, he helped design the business strategy, technology architecture, and helmed the loss prevention function. At Jio, he delivered a unified operations and intelligence centre built on a defining Industry 4.0 platform as well as initiated the smart cities foray. Across the RIL group, he has led the adoption of advanced IoT solutions, benchmarking of risk management protocols and launch of
REFERS – a unique employee engagement and exigency support initiative. He leads one of the core Platform teams delivering digital-physical services.
Rajan is deeply engaged with the global innovation and start-up ecosystems. He represents RIL on the Investment Committee of Labs/02, an Israel Innovation Authority sponsored incubator for frontier-technologies in Jerusalem. At GenNext Ventures (RIL) accelerator, he helped drive strategic investment decisions as jury member and mentor while supporting engagements with counterparts in the US, Canada, & UK. His contribution as Director on the board of Videonetics Technologies,
a portfolio company, in it becoming India’s leading video computing platform, was acknowledged by the founder. Having a keen interest in drones since 2008 when he spear-headed Reliance Aerospace Technologies, he was instrumental in RIL’s investment in Asteria Aerospace, a leading Indian UAV start-up.
Rajan holds an engineering degree and an executive MBA in national security & counter terrorism. He has led multiple public policy programs and is a member of FICCI’s National Executive Council. He currently chairs the national FICCI Committee on Drones driving industry-academia collaboration aligned with the Government’s vision for making India a drone manufacturing hub. As co-chair of FICCI Homeland Security committee for 3 years, he steered smart border management, counter-drone, predictive-policing, and cyber-crime management initiatives. He was instrumental in setting up India’s first open-source intelligence lab for a leading law-enforcement agency as a PPP initiative. He was part of India’s first national cyber security delegation visiting Hague Security Delta, Netherlands and Malvern Cyber Security Cluster, UK.
As a convenor of Bureau of Indian Standards’ electronic security systems committee panel, Rajan represents India on the IEC global working group on access control systems. He has served on the Board of Trustees at Observer Research Foundation – a leading global policy think-tank. He is a member of the advisory council of Fire and Security Association of India, having served as its National President previously.

Brigadier General (Ret.) Yair Kulas was appointed Director of SIBAT, June 2019. SIBAT, the International Defense Cooperation directorate of the Israel Ministry of Defense (IMOD), is uniquely positioned within the IMOD, while having a close, ongoing relationship with Israel's defense industry. This combination ensures that SIBAT maintains in-depth and up-to-date knowledge of the defense world’s relevant concepts, as well as a clear understanding of the Israel Defense Forces' (IDF) operational needs.
SIBAT facilitates international cooperation through its various services,
including generating Government–to-Government agreements. BG. (Ret.) Yair Kulas served 31 years in the IDF. His last assignment was the Military Secretary to the Minister of Defense. Earlier assignments included: Commander of the Intelligence unit in the Central Command, Aide-de-Camp to the IDF Chief of General Staff and to the Deputy Chief of General Staff, Head of Counter Terror branch in the Research Analysis Division, Head of the Palestinian arena in the Operational Division and a combat soldier in the Paratroopers and Special Forces.

Ms. Bareket Knafo
Starting August 2018, the Economic and Trade Mission to Romania is led by Ms. Bareket Knafo, The Economic Counselor. In 2019 the mission set a historical world record reaching the highest number of success stories between Israeli and local partners.
Mrs. Knafo has an extensive international economic experience in various geographical areas: as the manager of the Latin America Desk, a special project manager in America (both North and South) and the Middle East and as the manager of the Economic and Trade mission to Canada. Prior to her work at the Foreign Trade Administration, Mrs. Knafo clerked for the Israeli Supreme Court, served as a commercial litigator at leading Tel Aviv law firms and graduated from the Civil Service Cadet Program at the Israeli Prime Minister Office, aimed at training and building an elite management cadre, that will catalyze tangible changes in Israel’s civil service.

David Saranga is the Ambassador of Israel to Romania, where he had his first posting as Deputy Chief of Mission between 1997-2000. Prior to that, he served for four years as Senior Foreign Affairs Advisor to the President of the State of Israel, Reuven (Ruvi) Rivlin, and was the Head of European Parliament Liaison Department at the Israeli delegation to the EU in Brussels (2011-2014).
Ambassador David Saranga also served as Consul for Media and Public Affairs in New York, where he was responsible for Israel’s image in the United States, being the liaison person of Israel to the American media (2005-2009). Dan accumulated over 20 years of experience in cyber security, risk management in Brussels, Bucharest and internationally. Since May 2020 he was appointed as General Director of CERT-RO by decision of the Romanian Prime Minister. Mr. Lavy Shtokhamer
Head of Israel National CERT at INCD - Prime Minister's Office.
Prior to his current role, Lavy was the head of FC3 – the Financial Cyber & Continuity Center.
Lavy spent the majority of his career in the cyber financial sector at FIBI – The First International Bank of Israel and in the financial cyber division at NISA – National Cyber Security Authority.
Lavy is a senior cybersecurity expert and manager, with vast field experience and deep understanding of the cyber warfare ecosystem at corporate and national levels. On top of cybersecurity field, Lavy is specialized in identification of new emerging FinTech technologies as a mentor at Barclay's accelerator.
Lavy holds a B.A. in Information Technology and Business Administration from the Inter-Disciplinary Center (IDC) in Herzliya, and is an alumnus of the Cybersecurity Risk Management program of Harvard University.
Mr. Marian Murgulet
Marian Murguleț is a Government Technology Executive with extensive experience in managing both business structures and complex IT projects in international driven environments. He was appointed in July 2019 as Chief Information Officer of the Government, with the objective to provide strategic and tactical leadership in harnessing technologies to deliver value-added services in the public sector. He is responsible for leading, driving and executing the overall Romania’s digitalisation plan in partnership with central agencies’ senior management, in order to understand their issues, help promote / influence directions and facilitate synergies.
For the last 10 years he worked for well-known Technology companies with keen interest in developing expansive business strategies abroad (SIVECO Romania, S&T Romania, UNI-RECYCLING, Soft e-Motion). Prior to technology focus, he was a former diplomat within the Romanian Government, with responsibilities in developing, implementing and coordinating international policies and programs and also providing advice in foreign affairs related issues.
He holds a BA in Business, an MA in International Currencies and Fiscal Mechanisms and an MA in Human Resources Management (Academy of Economic Studies in Bucharest) and also an MA in Communication and Public Relations (University of Bucharest).
He is a Certified Information Systems Auditor (CISA) and also an expert in Project Management, Public Procurement and Training.
